Russia’s National Identity and Foreign Policy toward the Asia-Pacific

Questions of national identity and foreign policy are usually linked when it comes to discussing Russia’s ambivalent relationship to the West, and especially to Europe. However, Moscow’s growing interest in its Asian neighbors is not without similar ambiguities. Its intensification of economic exchanges with China and Japan and its evolving strategic interests in the Asia-Pacific region are in part shaped by the elite’s perception of what Russia’s national identity is and should be. Identity debates in Russia do not take Japan and China into consideration in the same way: the memory of the Russo-Japanese war of 1905 is distant and less painful than that of the Zhenbao/Damanskii clashes with Maoist China in 1969. And yet, Russia settled all its territorial conflicts with China in the 2004 agreements whereas such conflicts still hamper its partnership with Japan. It is China’s rise to power and its ability—real or imagined—to reduce Russia to the rank of its junior partner, however, that provokes the deepest anxieties. By contrast, a Japan in decline is not perceived to bear much threat to the search of Vladimir Putin’s Russia for international recognition. This article discusses Russia’s security interests in the Asia-Pacific and how they shape and are shaped by the Russian elite’s perception of their Chinese neighbor and the growing narrative on Asia as being a potential alternative model to Europe for Russia.

Russia’s National Identity Framework

Russia’s national identity framework is built around two main issues: the relationship with Europe (debates thus bear on being part of Europe, part of Asia, straddling both worlds, or being separate from both)1 and the relationship between the state and its population (nation state, empire, multinational federation …). Similar to the other European states, Russia began to ponder its national identity from the second half of the eighteenth century. The idea of a specific path (Sonderweg) inspired by the Germanic example was counterposed to the claimed universalism of both the royal model and of the French republic and spread throughout Russia, both in university milieus and in aristocratic circles.2 The Slavophile current at the start of the nineteenth century ushered in an immense corpus of texts, conventionally defined as the “Russian Idea” (russkaia ideia), which established the atemporal traits of the national essence, traits that found various combinations in conjunction with the times: religious messianism (the myth of Moscow as Third Rome), Orthodox spirituality, the sense of the collectivity and of the person, belief in a central role of the state and/or the autocrat guiding the people, worship of the peasant masses as bearers of the “original” culture, and the idea that Russia and its imperial margins constituted a separate world, a unique civilization that the West could not understand.3 By presenting Russia belonging to Europe as the main problematic of national existence, these claims about the national essence turned Russian identity into a phenomenon that was fundamentally “mimetic and competitive”4 with the identities of Western Europe, which were at once a source of inspiration and condemnation. This mimetic desire stems from resentment at being inferior to Europe and from not having one’s admirers appreciate one for all one’s worth.

In the twentieth century, the Soviet experiment profoundly altered the everyday experience of the populations of the former empire. The regime regularly oscillated between according a de facto supremacy to Russians and institutionalizing national identities that endorsed a broad recognition of minorities. In the 1930s, the Soviet Union made official discrimination against some national minorities that allowed room for further cultivation of their identities however restricted their expression, assigning them, to various degrees defined by the central authorities, identities, territories, and specific administrative and cultural rights.5 Thanks to its policy of indigenization, in particular under Brezhnev, it enabled the emergence of national, political, and intellectual elites, and thus unwittingly “prepared” the way for the independences of 1991. However, the Russians also benefitted from a privileged status in the USSR and were considered as the “vertebral column” of the country. A Soviet identity founded on a positive and unifying content emerged after WWII, called in Russian the Great Patriotic War (1941-1945), which became the common identity denominator of all the country’s populations.6

At the start of the 1990s, the sudden disappearance of the USSR provoked anxiety in Russian society concerning the unity of the national territory. The country seemed threatened with implosion by the demands of the national minorities, in particular in the North-Caucasus and the Volga-Ural region, with Chechnya becoming the focal point of Russian fears. Russia’s waning influence in post-Soviet space, the emergent forms of discrimination against the 20 million Russians living in CIS countries, the secessionist conflicts in Transnistria (Moldavia), South Ossetia and Abkhazia (Georgia), and the emergence of an anti-Russian axis mainly uniting Ukraine and Georgia, all sharpened the geopolitical humiliation of the world’s former second power. The painful loss of the empire thus provided the impetus to reflect on the definition of the new Russia, its ability to adopt the model of the nation state, and to establish a Russian civic identity (rossiiskii) that would erase the distinction between ethnic Russians (russkie), which represent about 80 percent of the population, and the national minorities.7

Vladimir Putin’s ascension to power in 2000 drastically changed the tone of the debates on the framework of Russia’s national identity, but not the two relationships that defined that framework. Boosted by oil and gas revenues, the Kremlin went about reconquering, with some success, Russia’s prestige on the international stage, partly by reviving former Soviet networks in the Middle East and Asia, by activating new networks in Europe—in part thanks to the new Russian diaspora settled in Europe—,and lastly by establishing a narrative on Russia as a leading power in a multipolar world that would refuse the hypocrisy of Western countries and the application of double standards.8

On the domestic level, the Kremlin has also regained control over the regions, has brought the reluctant regional elites back into line, and is reactivating a nationalist discourse based on nostalgia for the Soviet Union, worship of WWII, and patriotic and conservative values. The social transformations that hit Russia during the Putin decade have deeply impacted its identity narrative. The country is receiving a growing number of labor migrants, mostly from Central Asia and the South Caucasus, to a lesser extent from China, and xenophobia is rapidly becoming one of the new drivers of identity debates. Today a large social consensus is emerging around the main xenophobic themes, which people have adopted irrespective of political orientation, social class, level of study, income, or age.9

Russia’s Europe Dilemma and the Asia Paradigm

At the start of the twenty-first century, Russia’s national identity framework continues to be based, then, on its two traditional pillars, but in various combinations. The relationship with Europe has become more complex. Opinion surveys show that a majority of Russians support the official discourse of the Kremlin, a discourse that seeks to impugn the unipolarity of the world under American domination, that considers NATO to be an enemy looking to reduce Moscow’s influence in its near abroad, and the EU to be trying to weaken Russia and exclude it from its security and trade architecture.10 Even so, the opinion surveys also confirm that Russians are highly “Europeanized”: the Russian middle classes spend their holidays in Europe, send their children to study in Europe, seek to emigrate for work or for retirement there, appreciate its lifestyles and social democratic values, and think that Russia is part of this Europe (to be dissociated from the EU as a bureaucratic institution).11

This view corresponds to the one promoted by the presidential party United Russia and Putin’s inner circles, who play on the ambivalence of criticizing the West and especially the United States, and on defining Russia as part of a broader European civilization. On several occasions, Russian officials have openly and unequivocally supported the thesis of Russia’s Europeanness: the Minister of Foreign Affairs, Sergey Lavrov, defined Europe, the United States, and the Russian Federation as “the three pillars and three branches of European civilization.”12 In this way, several official texts point to the common values that Russia shares with Europe: “Russia’s opting for Europe is not a fashion or a result of political circumstance. It is the natural result of several centuries of state and societal development.”13 This does not mean, however, that Russia must let Brussels subject it to a “test of Europeanness,” for the Russian ruling elites no longer recognize the West as a moral authority.14 Putin’s long-time eminence grise, Vladislav Surkov, has asserted “not to separate ourselves from Europe, to defend ourselves against the West—that is the key element of the construction of Russia.”15

At the same time, anti-Americanism has again become one of the ideological tools used by the Kremlin to better Russia’s status on the international scene and to speak to the most conservative part of its domestic audience. Bilateral relations with the United States indeed deteriorated on several issues (missile defense, Syria, the law on foreign agents, the anti-homosexual laws, Edward Snowden, and so on) but scapegoating the West was clearly a political gesture for Putin during the 2012 presidential campaign during which the Kremlin faced massive protests against the return of the man of providence to power.16 But Russia also has a broader spectrum of ideological arguments that go beyond simple anti-Americanism, and it now presents itself as a power that campaigns for traditional values and mores faced with a supposedly decadent West. Putin’s speech at Valdai on September 20, 2013, is a bold demonstration of this entry of morality and conservative values into the Kremlin’s toolkit, usually motivated more by pragmatism than by ideology.17 “Today,” he states, “we need new strategies to preserve our identity in a rapidly changing world, a world that has become more open, transparent and interdependent…For us, questions about who we are and who we want to be are increasingly prominent in our society…It is evident that it is impossible to move forward without spiritual, cultural and national self-determination…We can see how many of the Euro-Atlantic countries are actually rejecting their roots, including the Christian values that constitute the basis of Western civilization. They are denying moral principles and all traditional identities: national, cultural, religious and even sexual.”18

It is in this ambivalent context that Asia has resurfaced in Russian identity space. This look toward the East is not new. At the end of the nineteenth century, many Russian intellectuals claimed that Russia’s future would play out in Asia or in the Orient (Orient being understood in the sense of the Muslim world and especially Central Asia); this movement found its heralds in the founding fathers of Eurasianist ideology in the 1920s-1930s.19 The USSR itself promoted a view of the outside that revolved around Asia and/or peoples colonized in the name of its revolutionary and anti-capitalist identity. After Boris Yeltsin’s first, pro-Western years, Russia turned again to Asia during Yevgenii Primakov’s years as foreign minister (1996-98) and prime minister (1998-99). Primakov adopted a realistic stance and began endorsing multilateralism: he promoted a balanced policy in relations with the West, particularly the EU, which he thought should continue to develop in a friendly fashion, and prioritized cooperation with Asian countries, above all with China and India. In his first speeches, Primakov affirmed what the majority of the political elite dared not proclaim publicly: to be acknowledged as a great power, Russia must adopt a multivectoral strategy, critical of the unipolarity of the contemporary world, but without seeking conflict with the United States, and contribute to developing alternative geopolitical alliances in Asia and the Middle East. He, thus, announced a policy that would be elaborated under Putin. According to Andrei Tsygankov, the Russian ruling elites are great-power normalizers and balancers, endorsing the view that Russia should be geopolitically and culturally distinct with a mission to stabilize relations between the East and the West.20

For the first time in the history of modern Russia, Asia is no longer a barbarous and backwards place toward which Russia turns in order to take the European Enlightenment to it. In 1881, Fyodor Dostoevsky brilliantly expressed the essence of its position toward Asia: “In Europe we were Tatars, but in Asia we too are Europeans.”21 Today the context has totally changed. China’s growing power but also South Korea’s lesser rise, changes the balance insofar as it makes Asia look like a potential model of development for Russia. The Asia paradigm in Russia’s national identity framework has, therefore, been deeply modified: Russia wishes to continue to be an indispensable player on the key Asian questions for reasons of its identity as a great power: it no longer wants to be marginalized from international discussions on the Korean question, and asks to remain a partner to Chinese influence, but also relevant to a possible Japan-South Korea alliance.

Russia also maintains its traditional stance on the relationship with Japan, whose relationship with it is still impeded by the question of the Southern Kuril Islands/Northern Territories.22 Both countries are beholden to their public opinion and intransigent nationalist lobbies. Moscow cannot choose to put into question a territory won at the end of WWII, so untouchable is the image of the victory of 1945. After Abe’s visit to the Yasukuni Shrine, while Russia did not join China in harshly condemning the move, its Foreign Ministry was critical of this “different assessment of the outcome of World War II,” and there was talk of Moscow growing more assertive in denying Japanese pretenses to be the victim in regard to the territorial question.23 Abe’s obsession with history and boosting national identity and Putin’s efforts to strengthen pride in Soviet history, especially the war, only widen the gap.

Henceforth, the stakes are also economic, and Russia happens to be in a position of dependency on the Asian markets. Moscow is eyeing the Asian oil and gas market with greater interest than ever before and hopes to counter-balance its tense relations with Europe and the impact of the shale revolution by exporting new supplies to Asia. However, as Asian competition for its energy resources is not very intense, Russia has found it difficult to transform its energy assets into diplomatic clout.24 Russia is increasingly targeting the Japanese energy market, and Putin ordered an acceleration of the Sakhalin-3 LNG project to meet shortfalls in Japan’s energy supply after the Fukushima catastrophe of March 2011. Economic relations with Seoul are also booming: Russia needs South-Korean technology, and South Korea needs Russia’s raw materials. Moscow, thus, tends to preserve the status quo on the Korean question, claiming a neutral position, while strengthening comprehensive relationships and economic partnership with South Korea.25

China, however, presents itself as the main identity dilemma for Russia. Today, tensions inherited from the Sino-Soviet dispute have disappeared,26 the border issues have been solved, and Russo-Chinese cooperation has developed within the SCO. China became Russia’s biggest trading partner in 2009, and trade figures clearly show Russia’s focus on primary resources and China’s role as a supplier of finished products.27 On the military side, cooperation has been put under strain. China’s share of Russian arms exports has dropped with regularity,28 and in the decade to come Beijing is expected to set itself free of its Russian military tutor, possibly to the point of becoming a rival on the international arms market. The relation to China also presents major problems for the internal balance of the Russian Federation, especially in relation to the Far East. The population deficit in Siberia elicits numerous fears, which are linked to the risk of a disappearance of ethnic identity, to threats to territorial integrity, and to creeping “Sinicization.” In 2010, the Vostok military exercises undertaken in the Far East—Russia’s largest exercise since the collapse of the Soviet Union—discreetly simulated an attack from China requiring a riposte by Moscow.29

Since he came back to the presidency in May 2012, Putin has praised the Russia-China partnership, both countries’ identical views on the international scene, and a successful economic and strategic partnership. However, Russia’s attitude toward China has to be understood through its silences or in counterpoint as well. The absence of any mention of a security risk in the Far East in the 2009 National Security Strategy is revealing of the taboo weighing on the Chinese question in leadership circles.30 Nonetheless, the anti-Chinese discourse of the Russian elites, hitherto reserved for the private sphere,31 has recently grown: more and more experts recognize that Russia’s future will largely depend on its relations with China. Some Western-oriented think tanks such as INSOR (Institute for Modern Development) encourage Russia to associate itself with the West, even with NATO, to confront the challenges of the twenty-first century, one of which will be China.32 In 2009, the head of the General Staff, General Makarov, presented NATO and China as Russia’s “most dangerous geopolitical adversaries,” and the chief of staff of the Ground Forces, Lieutenant-General Sergei Skokov, admitted that China was Russia’s “potential enemy.”33

If Sino-Russian relations are seen as a matter of realism, an “axis of convenience,”34 then they are likely to be tested by a change in either actor’s geopolitical outlook. Russian policymakers are increasingly concerned about the speed with which China is narrowing the strategic gap,35 and some even blame Beijing’s reluctance to grant it a status as an Asian power.36 Yet, if Russia sees China within the overall context of national identity, not just as a cultural “other,” then how it will respond to a widening gap is less clear. After all, the gap has been moving sharply in favor of China for two decades, during which time Russia has repeatedly drawn closer to China. While Russia is not at all prepared to accept China as a top-notch political or cultural power, or to become Beijing’s satellite, the national identity consequences of challenging China openly and looking elsewhere for support are scarcely discussed in writings about Russia’s strategic choices.

Sinophobia and Sinophilia: Looking at Asia when Europe is Failing?

In this shifting strategic and economic context, the Russian elite perception of the Chinese neighbor is full of contrasts. Divergent viewpoints on the Russian side are explained by various elements, including different political and ideological traditions, a paradoxical relationship to the West and Asia, and the degree of accumulated knowledge on China, since Sinologists often have a very different opinion than those whose knowledge comes from media-diffused images.37 A majority of the Russian elite continues to be distrustful of the Chinese and is pointedly Western-centric. The Chinese model of development appeals to few in the political class.38

The groups considered the most overtly Sinophobic are situated on the extremes of the political spectrum. The last pro-Westerners, ideological legatees of Yeltsin’s first governments, claim that Russia should be in near total agreement with the views on international politics espoused by the EU and the United States, and that it ought to focus its activism on the Western scene rather than Asia, China figures as Russia’s future enemy and its political regime is denounced as totalitarian: The impact of its power on Russia would be devastating—not only demographically and culturally, but politically as well—and would mean a return to past dictatorial regimes.

At the other end of the spectrum, the radical nationalist circles, fearful of the “yellow peril,” think that China in particular and the Asian and Muslim worlds in general constitute a great threat against which the “white” world ought to unify. Hence, under the rubric of the “clash of civilizations,” Russia has either to temper its conflict with the West (this is the position of the radical groups inspired by White Power and of a large part of the Movement Against Illegal Immigration, outlawed since April 2011), or to fight as much against the West as against the East (this is the position of those who see Russia as completely encircled and without allies). The danger of invasion by numbers is commonly raised, but not the nature of the Chinese regime.39

As for the proclaimed Sinophiles, who are also very few, they are predominantly figures with communist sensibilities. Some small internationalist Communist parties consider China to be the world center of communism. The Communist Party of the Russian Federation, led by Gennady Zyuganov, appreciates China’s anti-American struggle, and hopes that Beijing will, with Russia, head the defense of a multipolar world. However, their relations with China remain ambiguous: most prefer the North Korean or Cuban models over a China opened to the market economy, while Zyuganov’s Communist Party is rooted in nationalist rhetoric which favors Russia, Orthodoxy, and Slavophilism, and can only make limited references to China as a model.40

Both extremes comprise tiny minorities excluded from decision-making, so their influence is small. Ruling political elites distinguish themselves by more nuanced viewpoints, with the Sinophiles basing themselves on short-term assumptions, and the Sinophobes on long-term perspectives. Since the “revival” strategies of the past decade, the Kremlin has implemented an offensive policy of multilateralism with the rising powers,41 in particular with China. It has also become more prominent in new theaters such as with conservative Saudi Arabia,42 and in former bastions of Soviet foreign policy. Moscow has sought reinforcement of its military and economic cooperation with India, and has developed friendly relations with countries virulently critical of American unipolarity, like Venezuela.43 China is an important element of Russian foreign policy, but not a unique one. They hope that Russia will be involved in Europe, the Middle East, Latin America, and Asia, and hesitate to grant China a status superior to others.

At the domestic level, the population deficit in Siberia elicits numerous social fears linked to the risk of the disappearance of ethnic identity, threats to territorial integrity, and creeping “Sinicization.”44 The population decline in the Russian Far East Dmitry Medvedev has defined as “unquestionably the most worrying and most dangerous trend in the district, and something that requires our constant attention.”45 The theme of the “yellow peril” has, thus, become one of the most widespread clichés in Russia. Public opinion, as well as numerous experts and decision-making circles, have developed a catastrophic vision of Chinese demographic dynamism in the region.

The main objective for Moscow is, thus, to benefit from Asian economic dynamism without jeopardizing national unity. The Kremlin calls for Russia to become more integrated into Asia, at the same time as it brandishes the threat of a Chinese-speaking Far East to be stopped only by introducing migration quotas. In 2010, the Kremlin’s interest in the Far East intensified again with greater force. As Vladimir Putin stated: “The Far East will always be a focus of our special attention (owing to) the very location of the district on the map of our country, and its geopolitical role.”46 The historical schema of “conquest” (osvoenie) has been revived by the Development Program for 2025. Its main aim is to halt the depopulation of the region by a “geopolitical undertaking of fixing the population,” to better integrate the region into the Federation, but also to turn it into one of the spearheads of the Russian economy. Official rhetoric states the need to integrate the Far East into the global Asia-Pacific world, but the state program remains silent or superficial on regional integration, with the exception of the ESPO and rhetorical declarations about Sino-Russian cooperation in new technologies. The development of the Far East is conceived mostly in autarkic terms, while the challenges of a border still open to illegal trade and dependent on legal trade that increases one-sided dependency on China, are passed over in silence.47 Without having been made explicit, it becomes apparent that the concealed aim is to securitize the region and transform it into a “rampart” should tensions arise with China. The Russian position is schizophrenic, claiming it should develop the Far East at all costs to avoid a security risk, whereas the Chinese neighbor officially poses no threat at all.

Few in the corridors of the Kremlin are Sinophiles owing to their “cultural” convictions. In contrast, Mikhail Titarenko, director of the Far East Institute, a leading institution for expertise on contemporary Asia, supports having not only a geopolitical alliance with China, but also real cultural complementarity—though his is a marginal discourse in contemporary Russia.48 He exults the ability of Asian peoples, in particular the Chinese and Japanese, to confront the technological modernity from the West without losing their own culture.49 Titarenko supports the Chinese way of development and can only regret the Kremlin’s inability to follow this example: the trauma of the reformist failure of the Soviet regime illuminates more positively the capacity of the Chinese Communist Party to manage the transition. He seems to be in agreement with the political regime of the PRC, maintains that one-party rule is necessary to the country’s development, and sees China’s rise to power as peaceful, since Beijing conceives of the world in Confucian themes of harmony and equilibrium.50 In addition, Titarenko denounces the studies that tend to demonstrate China’s shift to capitalism and its rejection of socialist principles.51 For him, Chinese theoreticians have moved beyond the utopian representations of socialism and today advocate a realist path toward communist society: capital accumulation, the birth of a bourgeoisie, and the exploitation of workers, he alleges, constitutes an inevitable stage in the organic development of future Chinese socialism.52 China is at the core of the Eurasianism that he advocates, while he is doubtful about Japan, recalling that the territorial problem will be difficult to settle and that Tokyo remains a steadfast ally of the United States.53

Liberal voices are, however, becoming increasingly disillusioned by Europe, a concern strengthened by the 2008 economic crisis, the EU debt crisis, and the lack of political will to move forward. Sergei Karaganov, honorary chairman of the Presidium of the Council on Foreign and Defense Policy and dean of the School of World Economics and World Politics at the National Research University–Higher School of Economics, thinks that Russia’s growing desire to depart from the European way of development in favor of Asia carries the risk of a complete failure of Russia as a civilization, but does not see how Europe could renew the reasons to believe in it.54 Russia’s new priority for Asia is, therefore, promoted, but often as a “no other choice” strategy. The same conclusion emerged from Dmitri Trenin—director of the Carnegie Center in Moscow—after he questioned the paradox of valuing the economic and strategic partnership with China while refusing to see in it a source of modernization that Russia could emulate.55 Similar remarks have been uttered by key Russian experts on international affairs, including Yevgeny Bazhanov, Fyodor Lukyanov, and Vyacheslav Nikonov: they argue that Russia has no other choice than to look more closely at Asia not because its own identity is partly Asian—this argument, advanced by Eurasianists, is not really fashionable in the Russia of today—but because Europe is failing.

Russia’s dilemma is not thereby resolved. How do Russians look to Asia as a model at a time when the rise of xenophobia is pushing public opinion to describe itself as Europeans or whites and to sympathize with populist movements in Western and Central Europe denouncing the “immigration threat”? This contradiction is coming to light with the partnership projects of the EU and the current debates around the Customs Union between Belarus, Russia, and Kazakhstan. Even if the Kremlin holds firmly to its position of favoring the free movement without visas of member citizens of the Customs Union, most Russian politicians, including many members of the presidential party, United Russia, as well as officials at the local and regional levels oppose such policies, instead calling for the introduction of a visa regime for citizens of Central Asian and South Caucasian states, following the opinion of two-thirds of the Russian population. Even if the Asia-Pacific is not Central Asia and both regions are clearly dissociated in the minds of the Russian population, it will be difficult to turn toward Asia without addressing xenophobia.

Conclusions

Russia’s national identity framework continues to be shaped by two main issues, the relationship to Europe and internal national diversity. The context has, however, deeply altered in recent years, and the combination of Europe’s falling prestige, the rise in power of Asia in general, and of China in particular, and the increase of xenophobia have heightened Russia’s dilemma. How can Russia identify more distinctly with Asia when the population calls for a more pronounced European/white identity? How can it endorse more mechanisms of economic integration with the Asia-Pacific region (to say nothing of Central Asia) if this changes the domestic ethnic balance to the disadvantage of the Russian majority by increasing the number of Asian migrants? If most Russian elites recognize the need for both economic and political modernization, they know that it will be difficult to find it in Asia. China cannot be a consensual political model for Moscow, and its economic successes are mostly based on its being the “world’s workshop”; Japan is a declining power, and South Korea is not, at least for now, so powerful as to warrant being a model. Although weakened and critical, the West remains the main model of a political regime and of know-how and technologies. The Kremlin’s critical stance on the West, thus, has an ambiguous meaning. It does not say that Russia is not part of Western civilization but that Russia, as part of this civilization, puts forward another reading of Western identity. This nuance enables it to sustain another ambiguity of its national identity framework as regards Asia: Russia’s turn toward Asia can be strategic and economic, but will not have significance for its identity.
